A Heartland group’s hopes to buck the trend of upgrading and refining outside Alberta, and the government initiative that’s starting to help

While Canada’s bitumen producers have recently voted with their feet and money, preferring processing alliances with owners of upgraders and refineries in the United States, or opting to ship their product to unaligned refiners south of the border rather than investing in new upgrading capacity in Alberta, a provincial government program designed to reverse that trend appears to be making a small but significant difference. And, a new group has been established hoping to influence public will in favour of upgrading more bitumen within the province.
